After removing the capicitor and the thermal load, we were able to get a 7/16 wrench on the shaft at around 12 oclock, but the shaft only has two flat sides and we are only able to move the shaft like 1/12th of a revolution clockwise and counter-clockwise (back and forth between 11 and 12 oclock).
